When do Pokémon restocks happen?
There is no fixed public schedule. Pokémon Center and Target restock sealed Pokémon TCG product when new sets launch and in smaller waves after, usually with little or no notice, and popular items such as Elite Trainer Boxes can sell out within minutes.

Pokémon Center vs Target restocks
Pokémon Center is the official store and often carries Pokémon Center exclusives. Busy drops can put shoppers in a waiting room before checkout. Target carries the main sets, bundles and collection boxes, and restocks online and in stores.
